Is it the 1860 Census 1% sample weighted or not?I understand that the oversample version is

Yes, the 1860 1% file is a weighted sample. However, the sampling procedure employed yields a 1-in-100 sample with equal probabilities of inclusion for all individuals and households. The sampling scheme for 1860 is the same as the 1850 sample, which is described in detail here.
