Poverty and Group Quarters

What group quarters people are included in the poverty calculation in the ACS

According to the Census Bureau, the official poverty rate excludes “institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old.” It does, however, include respondents living in other types of non-institutional group quarters. These respondents have a POVERTY value greater than zero in the IPUMS data, despite having a GQ value of 4 or 5.
