What's up with records that have a METRO value of 0 but a nonzero MET2013 value?

I'm looking at the 2014 ACS, and there are a bunch of records that have the METRO variable indicating that metropolitan status is not identifiable, but then have an actual metro area assigned to them. What's going on with these?
