In order to identify households in the outgoing rotation groups, you will want to use the household-level variable MISH (month in sample). Households with a value of 4 or 8 are considered to be in the outgoing rotation group, as they will not be interviewed in the next month. Prior to 1968, you will instead want to use the person-level variable ROTATE.

Hope this helps.
