Is it possible to find the parent’s highest education level for HS students in the ATUS? Could this be merged using information from other household members?

Yes, this is possible. The PELNMOM and PELNDAD variables are self-reported variables in the ATUS data and can make it possible to link the characteristics of mothers and fathers to children. You will then be able to limit your sample to respondents in high school by using the SCHLCOLL variable and find the parents education level with the EDUC variable.
